The Safety and Consumer Statutes Administration Act
The Safety and Consumer Statutes Administration Act, 1996 (SCSAA) establishes the legal framework for ESA’s operation as an Administrative Authority. The Ministry of Government and Consumer Services is held accountable to the Legislature for the activities undertaken by the ESA and for the fulfillment of the statutory mandate.
The Administrative Agreement (AA) between the MGCS and the ESA acts as a governance tool and sets out the matters that the Minister considers necessary for appropriate oversight. The AA sets out the accountability framework for oversight and clarifies the roles, duties and responsibilities of the Minister and ESA in relation to the administration of the Act and regulations as well as the working relationships between the parties.
