Risk-based Oversight (RBO) and what it means for 
municipalities

On March 29, ESA held an RBO webinar for municipalities to introduce RBO and ESA’s plans for implementation, followed by a Q&A session. The target audience was municipal staff responsible for hiring LECs/electricians as these changes may affect procurement policy.

Background:

ESA is moving to a risk-based approach for electrical wiring in early 2020. This means ESA will spend more effort on higher risk electrical wiring work, and less effort on lower risk work, without compromising safety. ESA will use risk criteria to determine what wiring work requires a site visit.

All electrical contractors will operate under this system in early 2020, and ESA will no longer administer the Authorized Contractor Program (ACP). This may affect how municipalities hire, or recommend for hire, electricians and Licensed Electrical Contractors.
